Simulate an unbilled terminal outcome for a sandbox identification order.

Requires a sandbox key and enabled identification packages. Use mismatch from awaiting_subject, or expired from awaiting_subject or awaiting_evidence. Returns the terminal order state, purges working data and queues the configured callback. No evidence container or billable call is produced. A delivered package requires a real qualified signature and cannot be simulated. Poll after an uncertain response: repeating a terminal transition returns 409.

Terminal states are delivered, mismatch, refused, expired and failed. Only delivered is billed and only delivered has an artifact.
