Picks transcripts whose primary ticker or tickers_also_mentioned overlap the user's OPEN/PAUSED call request tickers, excluding transcripts the user contributed to, bookmarked, or highlighted. Capped at MAX_RECOMMENDED_TRANSCRIPTS. Restricted free/trial users get every is_free transcript (no coverage cap).
