Generate posting schedule

Replaces the channel's posting times with goal times a week at the hours that usually work best on its network (minutes are randomized), and stores goal as the posting goal. Without goal, the channel's current goal is used, else 3. The time zone does not change. Every day ends up enabled. mode is required but has no effect today: both values generate the same schedule. Queued posts keep their slot. A schedule change moves only the posts whose slot no longer exists, into the first free slots in order. A queued post with no slot left becomes a custom-time post at its current time. Custom-time posts never move.
