Link Slack User

Link a Slack user to their Lapis account.

Called from the Lapis dashboard after the user logs in and confirms the link. Generates a scoped service token that the Slack bot will use.

The frontend passes the slack_user_id and slack_team_id from the OAuth state that was encoded in the Link Account URL.
