List the formula function catalog

Returns the 39-function Dock Sheets catalog (12 V1 + 14 V2 + 7 V3 + 6 V4), the alias map (e.g. CONCAT → CONCATENATE), and the category list. Public endpoint, no auth required. Use this before writing a formula carrier so you only reference functions that actually exist.
