List practitioners in display order

Returns a lightweight, non-paginated list of PractitionerSummary objects for the given site, sorted by each practitioner's order field then by name. Use this to render an ordering UI without pulling the full Practitioner payload for every entry.

Requires the RESERVATIONS_VIEW permission on the site.
