List plan upgrades

Plans this service can move up to now: a faster speed or a longer term on the same service and login, never a downgrade. Each option shows the new plan's price, the credit for unused time, the amount due and the new expiry; unavailable options carry a reason. To upgrade, create an invoice with POST /v1/invoices using this service_id and the chosen offer_key, then pay it within an hour.

Owned sub-customer UUID. Resellers only; reads require reseller:read and writes reseller:purchase in addition to the operation scope. X-Customer-Id header is an alternative. Not allowed for me, wallet, trial, API keys, or reseller-management routes.
