Start a hosted Stripe Checkout session for this workspace

UI plumbing for the billing settings page, not an agent surface. Workspace admins only. 404s when billing is not configured on this installation (self-host). 403 (This workspace is suspended and read-only, followed by the support address) while the operator has suspended the workspace; the billing portal stays open. 409 when the workspace already has an active or past-due subscription: the plan is changed from the portal.
