Delete a list

Required permissions: people:write.

Hard delete: the list and its membership rows are removed. The people and accounts it pointed at are untouched — membership is a reference, not ownership. Returns 200 with the list as it was.

Refused with list_in_use while an outreach play in the Trayo app references the list; that reference is not addressable here.
