How many Workers the caller's organization has.

Takes no filter parameters, on purpose. Chrome that reports the size of the fleet — a header count, a loaded / total denominator, an empty-state gate — needs a number that does not move when someone narrows the list, and reading it off a filtered page is what made that page fetch rows nobody renders.
