Whether one more unit of resource_kind may be consumed now. Writes nothing.

The organization and the person come from the caller's own credentials rather than from the request, so no caller can read another organization's budgets or attribute the question to somebody else.

The instant evaluated is now, which is what selects each policy's window. A caller holding this answer across a window boundary is holding a stale one.
