Flat list of every valid ISO 3166-1 alpha-3 code we cover

All supported country codes in one response, no pagination.

/api/v1/countries is paginated (100 max per page), which makes "give me the list of valid codes" a three-request job. This returns them all at once so clients can validate input locally.
