Hotels for a city, ranked by rating then curation richness

Ordering: rating DESC > metadata.rating DESC > quality_class > presence of curation flags (notable_for, style, booking_url) > data_quality. Megacity rollup applies to city_id queries (e.g. New York City returns hotels from all NYC boroughs).
