Direct invocation of any single Concierge tool by name

Atomic per-tool entry point — bypasses the ReAct loop and just runs one tool against the same Postgres pool the agent uses. Body matches the tool's input_schema (see GET /v1/agent/tools for the registry). Same auth / quota / rate-limits as the data API. One call = one quota.
