Get markets dynamic data component

With market=ALL, filter the list with asset_kind and base_asset, each a comma-separated list.

Unfiltered requests for every market's summary draw on a per-client budget. Past it the API answers 429 Too Many Requests with a Retry-After header, so filter the list down to the markets you use.
