Get Subtree

The Combined Nomenclature sub-tree rooted at code (nested {code, text, children}, in lang), used to drill from a parent code into its children. "TOTAL" (the Eurostat all-products meta-aggregate) is accepted: every chapter is hardcoded as its child. Day-cacheable; 400 for malformed codes, 503 when the nomenclature service is unavailable.
