Eurostat Check Compare

Month-aligned dashboard vs live Eurostat comparison for one reporter/partner/product/year slice (both flows: value, quantity and supplementary quantity).

The heavy lifting runs outside this process: on a cache miss the eurostat_check.py script is spawned, drops its bundle in .estat_cache/ and exits; this handler reads the file back. A weekly systemd timer refreshes and purges the same cache.
