Retry Cart

Put an unwound multi-stay checkout's stays back in a new open cart.

Phase 4 Stage 6a (UXD-07). After an unwind the cart is failed, which is terminal. This copies every stay except exclude_stay_ids into a new cart the guest can prepare and pay again, and returns that cart with its cart_token (also set as the tp_cart cookie). The unwound cart is unchanged. A cart in manual recovery is refused (cart_recovery_pending), and a cart is retried at most once (cart_already_retried, with details.cart_id).
