Delete maintenance logs

Soft delete: stamps deleted_at; the row disappears from reads unless ?include_deleted=true. Nothing is ever hard-deleted. Repeating the call returns 200 with already_deleted. Supported where the underlying table keeps a deleted_at column; otherwise 501 delete_not_supported.
