Rotate the signing secret

Returns the new secret; this response is the only time it is shown. For the next 24 hours (previous_secret_expires_at) each request carries two v1= signatures, one per secret, so a receiver can switch to the new secret without rejecting anything. Rotating again inside that window stops the oldest secret at once, which breaks a receiver that hasn't switched yet.
