Unarchive the transaction

As the app's Unarchive. The transaction is editable again and back in default lists; an approval cancelled by archiving is not restarted. Idempotent: unarchiving a transaction that isn't archived returns it unchanged. Sends the transaction.restored webhook. Needs the role's Transactions Archive permission.
