Edit an owner payment

Send only the fields to change: the owner, amount, description (payment_for), memo, property and GL code — what the app's form edits, with its per-state locks: the amount locks once submitted, the owner and property once reviewed or approved, and nothing changes once a payment exists or it's paid. The creator can't edit their own submitted payment. Referenced ids must belong to the account. An archived owner payment is read-only and answers 409 until it is unarchived.
