What needs the token's user's attention

Approvals waiting on the user (one item per record type), their card transactions that aren't complete, unread comments that mention them or reply to theirs, and, when the role can list bills, overdue unpaid bills and bills whose payment failed. Each item has a count (capped at 50, with capped true beyond that) and up to 5 sample records. Empty items are omitted.
