Unarchive the expense

As the app's Unarchive. The expense is editable again and back in default lists; an approval cancelled by archiving is not restarted. Idempotent: unarchiving an expense that isn't archived returns it unchanged. Needs the role's Expenses Archive permission (or the expense to be the token user's own).
