Record that a Pupil has no Mobile

Releases a pupil from the verified-mobile sign-in step. House staff may record it for their own house, an Admin for any. There is deliberately no pupil-facing equivalent: possession of a phone is proved by the SMS code, absence cannot be, so this is an assertion by somebody who can check it. It lapses at the end of the academic year.
