Apply a historical class membership import

Runs the same plan the preview reports and writes it: classes first, then class students and class staff. Every row carries one BatchId. Imported class staff are ReportWriter = false and ParentsEvening = false, because those flags drive live workflows and a class from years ago must not feed this year's.
