Mint a signed realtime voice-agent WebSocket URL

Returns a short-lived signed URL the desktop client uses to open a realtime voice session with the configured voice agent (ElevenLabs Agents under the hood) (#5399). The provider API key never leaves the server; the signed URL is valid for roughly 15 minutes and the session must start within that window.
