List the caller's spend caps and current spend

Returns every spend cap that applies to the caller, together with what they have spent in each bucket so far this UTC day and month. Caps with editable: false were set by an operator and cannot be changed here. Spend accrues from the day caps were introduced, so the first calendar month is partial and historical usage is not represented.
