Get a mascot manifest

Returns the full mascot manifest. For SVG-format mascots, each state in states[] ships its own complete <svg> snapshot. For Rive-format mascots, rivFileUrl points to the binary .riv file and stateToPose maps state ids to ViewModel pose numbers.
