Check a draft submission's quality tier without submitting it

Dry run for the composer: returns block, warn or pass with a reason, so the hint can be shown as the user types. Deterministic and local — no moderation model call, nothing written, and it does not count against the daily submission limit. POST /feedback applies the same rules, so skipping this cannot get a blocked item onto the board.
