Run Script Environments

Create a run script environment

Creates a custom run script environment. Send the file either as a multipart environment_file upload, or provide blob_signed_id from a prior direct upload. If a matching environment already exists it is reused. Returns 201 when a new environment is created, or 200 when an existing matching environment is reused. Requires STORY_MANAGE permission on the primary team.
