Send Verification Code

向指定邮箱发送 6 位数字验证码（{TTL} 分钟内有效）。

用于注册时的邮箱验证，防止虚假邮箱刷信用点。 同一邮箱可多次获取验证码，以最新一条为准。

防滥用三层防护（1.5）： 层零 — 全局熔断：1分钟内超100次全局请求 → 拒发（不发邮件） 层一 — 同邮箱冷静期：60秒内重复 → 返回success但不发邮件 层二 — 正常发码：通过全部检查后才发邮件
