Password check; returns JWT when credentials are valid.

Unverified brand accounts that finished onboarding get requires_otp (OTP was sent at onboarding complete). Unverified accounts that have not finished onboarding get a provisional JWT so they can resume the wizard. Fully verified users get a normal JWT.
