Authorize Decision

Consent decision handler. Approval mints a one-time code and redirects.

The consent page submits with Accept: application/json and navigates from script, so the redirect comes back as {"redirect": url} (200) instead of a 302. A browser POSTing the form without script, or any other caller, still gets the 302. See _consent_page for why.
