Opt Out Of Request Resolution Updates

Flip request_resolution_updates off for the identity a valid token names.

The token comes from the confirmation form's hidden field, or from the URL itself when a mail client sends an RFC 8058 one-click request (TOS-7478). Verifies the token itself, independent of whatever the GET that rendered the form already checked, since a POST can be replayed with a stale or forged token without ever hitting that GET.
