List Mindsets visible to the caller (TOS-3280, keyset-paginated).

Both a caller's own Mindsets and the merged "mine + platform" view grow without bound over the account's lifetime, so this can genuinely exceed one page. A non-None next_cursor IS the truncation signal - pass it back as cursor for the next page.
