Create Internet Task

Admit an InternetTask under the server policy and run it to a verdict.

Execution is inline rather than dispatched. origin='internet' is deliberately excluded from the generic executor (agent_triggers._DISPATCH_DISABLED_ORIGINS) precisely so no worker can claim a task whose authority and budget it does not understand, and this route is the first caller that does understand them. The task's own maximumElapsedMs bounds how long that can take.
