Execute Draft For Worker

Execute one pending draft synchronously and return its outcome.

Synchronous by design: keeping the request in flight is what guarantees allocated CPU and no mid-turn instance reclamation. execute_draft_background opens and closes its own isolated DB session, so no request-scoped session is used here.
