Get Directory Identities

The AI4O tenant's assignable identity directory.

Returns only active, non-deleted person/agent identities that are active members of tenant. The caller must itself be an active member of that tenant (403 otherwise; a nonexistent tenant is also 403, so this never confirms or denies a slug's existence to a caller without access).
