List Subject Namespace Access

Every namespace the caller can see, with subject's current level on each.

Unlike list_reachable_namespaces this returns rows at level 'none' too: the editor's whole job is to show a namespace the agent does NOT have yet so it can be granted. Filtering those out would render an empty screen in exactly the case the screen exists for.
