Admin Mark Payout Paid

Mark an approved payout paid: debit the seller's earnings, free the hold.

This is where the money actually leaves the platform ledger. The transfer itself is out of band (provider='manual'); provider_ref records what the operator sent so the ledger line can be tied back to it.
