Sync Models

Compatibility wrapper for the tracked refresh-model-bundle scheduler job.

TOS-2017: repoints the old LiteLLM-sync-triggering route at the Commons bundle cloud refresh (TOS-2019). The route path is kept for existing callers; the job it triggers is the new one.
