Patch Job Settings

Apply a partial override to one job's or sweep's schedule (TOS-5088 R7).

Only fields present in the request body are touched (see JobSettingsPatch); every one of those is validated against assert_field_is_overridable before anything is written, so a request that patches an un-overridable field for this job id fails as a whole, never partially.
