Update an identity's is_active status and/or funding_mode (admin only).

TOS-5187: for a Clerk-authenticated person, is_active is no longer a bare local flag - it is projected from an explicit Clerk ban/unban command (services.clerk_account_sync.admin_set_account_enabled), so this route and the account webhook always agree on where authority for that value lives. Every payload field is validated BEFORE any mutation (local or external): a bad is_active type or an unknown funding_mode must never be discovered only after a Clerk command already ran.
