Get Home Folder Integrity

Detect the three home folder invariant violations migration 515 (TOS-1757) enforces for new writes but never had a detector for pre-existing rows.

TOS-1797: this exact gap - a write-time invariant with no reader-side check for legacy violators - is why 14 agents silently lost 66 integration and 510 skill entitlements for four days before a user noticed a missing tool. This endpoint is what should have caught it at deploy time instead.
