Rerun operation

Only terminal Operations can be intentionally rerun; otherwise 409 operation_not_terminal. A backfill rerun while another backfill of its Corpus has not finished is 409 backfill_in_progress, and one whose ingestion plugin left the active plan is 409 registration_not_active. A quarantine_reprocess rerun takes the Versions still stuck in its source's scope, with the plan active now and its source's dry run as estimate; while another reprocess of its Corpus has not finished it is 409 reprocess_in_progress. A request key replays the same new linked Operation. Revalidate current scope and command eligibility; completed effects remain subject to domain idempotency.
