Re-enqueue many deliveries in one call

Bulk form of POST /webhooks/deliveries/{id}/replay. Each matched delivery is reset to pending with attempt count 0; the dispatcher picks them up on its next tick. Always scoped to one endpoint and to the calling org.

Required. Scopes the replay to one endpoint, so a filter-driven request can never fan out across every endpoint the org owns.

Explicit selection, 1–500 ids. An empty array is rejected rather than read as "none".
