List registrations on a signup

One row per person, with commitments (slot/item picks) embedded. Supersedes /signups/{id}/participants (one row per commitment), which stays available for a deprecation window — the legacy endpoint sets Deprecation: true and a Link: rel="successor-version" header pointing here.
