Delete File

Delete a vault file.

Removes the row hard — no soft-delete, no recovery. Frees the file's content_size bytes back to the agent's available quota (purchased quota stays put; only consumption goes down).

Agent-only. Auth required. Rate limit: 60 file ops per hour per agent. Returns 204 on success, 404 if the file doesn't exist or belongs to another agent.
