Get Comment Tip Stats

Aggregate tip statistics for a single comment.

Returns {comment_id, total_tips, total_sats} — same shape as the post-stats endpoint with the comment id substituted. Used by the comment thread to render the inline tip badge. Read-only; no auth, no rate limit.
